Why Pakistan Cannot Develop its Inland Water Transport System

The Indus River, its five tributaries and an established canal system provide a potential of a 30,000-kilometer corridor for inland water transport. According to the Asian Development Bank, one liter of fuel moves 24 tons through one kilometer on the road, 95 on the rail, and 215 kilometers on water. The cost of developing waterways is 80% lower than the cost of constructing motorway highways with negligible annual maintenance costs. And still Pakistan is not exploiting this natural resource.
